ISLAMABAD (Eshfak Mughal) :- The Federal Board of Revenue (FBR) has imposed minor penalty of withholding of increment for one year and discontinuation of performance allowance for six months upon Huma Sarwar, officer of BS-19 on going abroad without getting approval of Ex-Pakistan leave.

Huma Sarwar is an Additional Commissioner-IR, Regional Tax Office, Lahore. She applied for 90 days Ex-Pakistan leave to visit Turkey but proceeded abroad without getting Ex-Pakistan leave sanctioned / approved. The officer departed on 26.02.2022 and returned back to Pakistan on 27.03.2022. The officer was placed under suspension for a period of 120 days from 25.03.2022.

The FBR has initiated disciplinary proceedings against the officer on 28-03-2022 under Civil Servants (Efficiency & Discipline) Rules, 2020 vide Charge Sheet and Statement of Allegations on the charge of “Misconduct”.

On the recommendation of the Hearing Officer, Chairman, FBR has imposed Minor Penalty of “Withholding of increment for one year” upon Huma Sarwar.

Huma Sarwar shall have right to appeal to the Appellate Authority within a period of 30 days.
The performance allowance of Huma Sarwar shall remain discontinued for a period of six months. Consequent upon finalization of disciplinary proceedings, the suspension period of Huma Sarwar stands terminated with immediate effect.
