ISLAMABAD (Eshfak Mughal):- At least 18 senior officers of BS-19-20, who are in promotion zone, including 10 from Pakistan Customs Service and 8 from Inland Revenue Service in the Federal Board of Revenue (FBR) didn’t declared their assets for years, it was revealed in a record of FBR on Friday.
The numbers of officers are more than double who didn’t submitted their Performance Evaluation Report since years.
The FBR has again sent letter to these officers to submit their missing Declaration of Asset and Performance Evaluation Reports (PERs) before 31st May 2022.
The FBR has said the Establishment Division has informed that a meeting of Central Selection Board (CSB) for promotion of Inland Revenue Service/Pakistan Customs Service from BS-20 to BS-21 and BS-19 to BS-20 posts, is scheduled to be held shortly and cases for promotion shall be submitted to the Establishment Division for CSB by 01.06.2022.
It has been observed that PERs of the officers of IRS/PCS as per lists attached, who are in Promotion Zone, have not yet been received despite reminders.
According to the list, 25 officers of BS-20 and 50 officers of BS 50 of Pakistan Customs Service, 28 officers of BS-20 and 37 of BS-19 of Inland Revenue Service are in promotion zone in next grade.
The list shows that out of 25 officers of BS-20 of PCS, 10 officers didn’t submit reports of asset declaration reports up to 2015 and 18 officers didn’t submit their PERs since 2015. The 10 officers out of 50 officers of BS-19 an officer didn’t submit their asset declaration report. Mehnaz Bhaur, officers of grade 19 didn’t submit its report of asset declaration since 2008. The 29 officers of BS-19 of PCS didn’t submit their PERs for years up to 2015.
Out of total 28 officers of BS-20 of the IRS, 3 officers didn’t submit their reports of asset declaration and 8 officers didn’t submit their PERs so far. Five officers, out of 37 officers of BS-19, didn’t declare their assets and 12 officers submit their PERs so far.
The FBR said that that the all BS-19 and BS-20 officers of IRS/PCS who are in promotion zone are once again requested to ensure that their PERs and Declaration of Assets up to 30.06.2021 are submitted to the Board latest by 31s’ May, 2022 positively.
Completion of PERs and submission of Declaration of Assets are the pre-requisites for promotion to selection grades under Civil Servants Promotion (BS-18 to BS-21) Rules, 2019.
The Board is trying hard to ensure that all eligible officers be considered for promotion in the forthcoming CSB meeting. However, your cooperation in timely completion of service record is equally essential. The FBR said that any officer who fails to furnish the documents by due date of 31 05 2022 will himself/herself be responsible for non-consideration / deferment / supersession.
The Reporting/Countersigning Officers are also requested to immediately forward PERs of the aforesaid officers to the Board (ERM Section) without any delay.
