ISLAMABAD (Eshfak Mughal) :- The Pakistan Bureau of Statistics (PBS) has started purchasing hardware and software to hold first ever digital Population and Housing Census in the country after getting green signal from the Council of Common Interest.
According to the details, the Planning Commission had forwarded a summary for approval of technical supplementary grant of Rs5 billion for conducting 7th Population and Housing Census. In the summary, the Planning Commission said that on Oct 2021, Cabinet approved the recommendations of the Census Advisory Committee with work plan of 18 months to complete the gigantic national task so that the upcoming General Elections of 2023 may be conducted on the basis of the results of the 7th Population & Housing Census 2022.
Keeping in view the challenging timelines, The PBS initiated its work for acquisition of software, hardware, establishment of National Census Coordination Center (N3C), acquisition of high resolution imagery, publicity campaign etc to complete the assignment task as per duly approved by cabinet, mentioned in the summary.
Finance Division endorsed the proposal and advised that the case for the Technical Supplementary Grant may be placed for the consideration of Economic Coordination Committee (ECC). In view of forgoing it is requested to allow Technical Supplementary Grant amounting to Rs.5.00 Billion in favor of PBS M/O PD&SI Demand No.077-Current Expenditure for conduct of 7th Population & Housing Census from Demand No. 045-Grant, Subsidies and Misc. Expenditure administrated by Finance Division.
It is pertinent to mention here that the CCI had decided on April 2021 “the process of the next census should start as early as possible according to the best international practice by using latest technology”.
In compliance of the said decision of CCI, Pakistan Bureau of Statistics (PBS) has started preparatory work to conduct first ever Digital Population and Housing Census. Minister for Planning, Development & Special Initiatives (PD&SI) constituted a Census Advisory Committee (CAC) comprising of renowned demographers and experts to devise recommendations for adoption of International best practices by using latest technology for the 7th Population & Housing Census.
The Committee held several meetings and after detailed deliberations finalized the recommendations for the conduct of 7th population & Housing Census with transparency for wider acceptably. One of the main recommendations of the committee is to carry out the census “digitally” with real-time monitoring & geo-tagging of all structures at block level.
